You may have a cracked version of GTA SA, just add a folder called "screens" and it fixes it.

Also add a .cfg file called sa-mp and copy paste this into it and save it:

fpslimit=48
multicore=1
audioproxyoff=0
timestamp=1
audiomsgoff=1

Rather that or just reinstall it.

I have a legit copy of SA and I tried creating the folders and reinstalling but no luck

Bumping this, tried reinstalling again both SA and SAMP. Does anyone has an idea whats wrong?

Try to create the folder GTA San Andreas User Files if it isn't already. Then create SAMP folder if it isn't, and then make a text doc name savedpositions. Try and see if that works, if you haven't tried already. Else, try and search for "savedpositions" in Start, maybe it's located somewhere else, even though that sounds highly unlikely.

You searched your entire pc for the filename?
