San Fierro, it's quite rare, and Los Santos is too mainstream.

San Fierro without a doubt. It hosts all of those areas that you need and it's a step away from the main-stream generic Los Santos Roleplay server. People need to widen their minds to come to grips with the fact that gangs aren't just in those poverty-struck areas and there is probably more space for gangs, OC and motorcycle clubs in San Fierro than in the likes of Las Venturas and Los Santos.
It's a beautiful little City and is by far one of the best for role-play: it's open to so much.

it is very overused however that's why its good because people know there way around.

There was this RP server like 4-5 years ago by the name of "Italy Mafia" and it was the only RP server situated at LV that time. It was great.
