I would figure this would fit nowhere else so I'm going to ask a question.

Ok, about reputation, I know red means -REP, Green means +REP but what does blue stand for? I've been wondering this.

Blue rep means that a user doesn't have 50 posts and is therefore not able to give positive or negative rep.
