Littlewhitey's was the first public SA-MP server so I guess that was the first script to be created (other than when in development, of course) but it isn't available for download as far as I know.

Dracoblue made some filterscripts & includes for SA-MP 0.1 (Initial Release)

These are the modes I can remember from the initial server pre-release (i.e. private beta tests). I'm sure I'm missing a few:
LVDM (original, as seen on LittleWhiteys)
SFTDM (original, as seen on Partyserver)
DaNangThang
Rivershell (still my test mode of choice)
Monster Truck Madness (first SA:MP mode I ever played)
Area 51
I know Rivershell was written by Kye and many of the others weren't, so I'd hazard a guess at that being the first released non-test mode.
No idea about the first tutorials or includes (I assume a_samp etc. don't count, otherwise it would be "core.inc") - probably something basic on the wiki.
