I get such a view screen card is up to date.

Is your GRAPHICS card up-to-date? If not, you may want to upgrade that.
If that don't work, try to move closer the the ground, I've had a problem like this on my Vista and if I got nearer to the ground, it would fix it. This may not work for the Windows 8 as I have one.
