You can, Just add localhost in your favourite list.

When I said localhost I mean literally type 'localhost' at the blank.

if I start server.exe without internet connection does not make me log into the server, explain to me the process to do so to access the localhost?

First start your server.exe.Then click on this: .
It will show a black:

where you must type "localhost" like on the pucture.

Sir, you forgot the port.

By default the port is 7777 for SA:MP. So you should input "localhost:7777" or "127.0.0.1:7777".

If you don't add a port it automatically attempts to reach the address trough port 7777. The port is only necessary if the server's port is anything else then 7777
