I have read many topics about this HD problem, but i wanted to ask my self.
Why When I am recording video all is ok, but when i render and upload in ******* it shows bad quality...
Example:

so urr... where's the 'bad quality' part in any of those movies? If you upload a movie to *******, it'll take a while for it to be available in HQ - you can only play it LQ for the first few hours or so

Or his Internet are to slow so he can't see the options for quality, sounds weird but it were like that at my school computers...
I mean just choose between low quality settings,
if it would be fast you should see the the other options available..

No, that is the shit...
My quality is 1080p after rendering, but watch it...
It has bad quality
Example:

This has much better quality on 1080p or some others elegy drifting videos, i know i got option of 1080p, but video dont looks like it.

Are you sure the video itself has good quality? What are your render settings? and are you sure in fraps you have selected the full frame option? not half but full.

Render settings is to 1080p
800x600 resolution in SA-MP
Fraps - All Time is Full-Size

That's the problem. You need atleast a widescreen resolution to see it, and if you want good quality, then you need 1080p resolution.
