is there anyway to remove the birds that fly in the sky? they keep flying through interiors lol

Impossible, it's part of GTA SA itself. You would need to remove / replace the files that use the birds in your SA game.

Use SetPlayerInterior with anything other than 0 and build your stuff on the same level as the default interiors (z-height approximately 1000).
