Hello guys,
I found these "dialogs", or whatever they're called, in some samp servers, and I was curious to know what the hell is this and how can we show these dialogs to the players.
I mean what are there styles
is that pawno? lol

Those aren't 'dialogs' , those are Text-Draws...., The glow is probably an outline or another text behind the Black/White text with another color.
Just search for a Text-Draw-Editor and try to make one
