im downloaded this admin system ======> https://sampforum.blast.hk/showthread.php?tid=279892 <======
and when I want to change somethink in pawn it say
C:\Documents and Settings\lanmi\My Documents\Downloads\twdm-v1.2\twdm-v1.2\filterscripts\Zadmin4.2.pwn(10) : fatal error 100: cannot read from file: "zdini"
but I have zdini.. how to fix it?

Open the file from pawno.exe not by doubleclicking on it. (pawno.exe => Open => File)

Don't open the .pwn file from where you downloaded. Better transfer all the files into
your samp server folder and then run the .pwn from the Filterscripts

Open pawno.exe then click open then choose your Zadmin.pwn and compile it and try..
