There are also dynamic IPs, which people can avoid, unless you do range ban them.

In the case of hotspot shield, the ip's are flagged as anonymous proxies. Using the geoip plugin, the country will return "Anonymous Proxy" so you can detect these in the script.
Most other proxies are servers, so when a proxy is discovered I find the entire range owned by the server host and ban it. You can be accurate using CIDR ranges in iptables instead of the sa-mp ban method.

If someone is trying to avoid a ban with this, i would range ban the IP range.

Cant remember if hotspot shield is in there. If it isn't and someone can get me an IP that belongs to them, I can find the rest of their ranges and add to that list

Well, I've already try to range ban them but it didn't work... Also the owners of the server said admins mustn't eang ban player too much.
