I guess the server cost, but the channel doesn't cost.

Join irc.tl or something and create a channel is free of charge.

AFAIK, linking up a server with IRC doesn't cost. You can read the IRC linking with server tutorials for more information.

getting a Channel is very much free, while hosting a server is needed some money as for perm you will require VPS or a servhost

so it depend what u actually want.
since you want to connect irc to ingame i.e. called making a chat channel which iis for free
u will require is a script of ur samp server with IRC Plugin etc.
and a channel , there are some tutorials for it around , searching might help you easily
