Turn of The rcon
by adding
Rcon 0 in your Server CFG

Disable remote RCON. As you could've probably found in numerous other threads by just searching a bit. Banning an ip only stops players from connecting in-game.

it might be a bot. cause hes doing it to me to. ive reset server and still happens. ive changed port and still..
