Call Your ISP (internet service provider) , he should help you with how to make an port foward . (BTW , you need PF on 7777

Your friend can't play since you're home hosting on your local server ( only you can join it ) let me guess your ip is 127.0.0.1?

If you want your friend to play on your server you need to portforward first, head over to www.portforward.com since they have all the information needed to portforward

It wouldn't be your ISP's responsibility to teach somebody how to do something relatively easy to do.

OT: You have three options really, a virtual network using something like hamachi. You ****** to find out how to forward the port SA:MP listens on. Or you try out one of the many free hosting services.
