How to speak ingame with my microphone? In one server the admin speaking who is the next song how to i make this ? REP ++

You have to use TeamSpeak or Ventrilo.
Or, if you prefer, some other VoIP software.

They may be playing audio streams, and linking OnPlayerText to something which plays a song. It is not possible to use a microphone in SA-MP. Just use teamspeak, it is cheap and can be used for a lot of things.
