I lost my ( PayPal (190.9$ ) - SAMP - Hotmail - Yahoo ) Accounts ! I wanna know what happened?!

You came to the right place.
But in seriousness I'm not sure how much can be done. It's $190 which is a fair amount of money, but I think to get it dealt with it'd cost about that in court maybe more.

Lemme guess, you registered on a samp server, called something like "Super awesome RP stuff, REFUNDS, FREE ADMIN AND UNENCRYPTED PASSWORDS", specified your email and paypal, and use the same password for everything.

You obviously used this same password in every place, quite a common mistake of people who get their accounts "hacked"
