Go to your server.cfg, and put your desired RCON password, then go into the game and /rcon login [the RCON pass you placed in server.cfg]

depends on the script you're using, if it's for example, a roleplay script it will most likely have an admin system set in place, if so find the highest admin level in your script, leave the server then go into your scriptfiles, and find the location of the user data, may be different once again depending on what script you're using. Anyway, once you've found the users, then your account name edit it and find a line looking like "Admin:" or something along those lines then put in that number you saw earlier. Usually it's one of the following: 6, 1337, 1338 or 9999.
However if the script doesn't have an admin/level system find the rcon password in your server.cfg, found in your servers file directory find the "rcon passwrod" line, then go ingame and type /rcon login [password], for other rcon commands you can go here:

by the way, whats the commands for admin because i cant use "/ban /kick /mute .."

If you are using a script with a register/admin system just go into your server files find your name in it and open it change the admin from 0 to 1338 admin depending on script and save then exit and relogin to your server with admin or just do it through recon if you don't have this as others have said.
