I'm interested in opening a new server but I've truly given up on roleplay. I'd like to know which gamemode you think would attract the most players?

There are tons of RP servers and mostly they're almost the same. Why you don't attempt to create some freeroam/cnr server with unique features? I think freeroam is highly underestimated in SA-MP and there's still a high potential in it.
