I'd like to know if anyone knows a decent offshore web hosting site that has PHP 5.3.0+ as I'm going to use vB 5.0.0.

Best offshore webhost out there, That is there post 2 host version but if you want there paid side then go to offshorewebspace.net

both hosting company's are provided by the same owner but hes constantly busy with Offshorewebspace and HM is managed by the staff (I am staff there as well).

Both are great services and are fast. I have myself ran multiple websites with them, The best out there.
