I did not link my bank account because then it'll see my real age. But there are limits, like maximum withdrawal per month. Can I still use paypal to send/receive money between paypal and ebay if I don't have my bank account linked?

You can still link your bank account or credit card if you're under age, your bank doesn't give PayPal your DoB.
It can get complicated if you don't file taxes properly with your gov't regarding your PayPal for larger sums, but if you're under ~$30,000US then you're fine.

You can do anything with non-verified paypals but don't expect others to pay you as a non-verified, also you have limits as you mentioned

I would recommend getting a PayPal verified. Nobody wants limits right?
