It means reputation given which doesn't apply on your reputation.

Get more than 50 posts to give green rep, which does apply on your reputation.

Well something i found out of, was that it also can mean that the person who give rep have less than 0 reps himself.

Why when i give someone rep it doesn't apply to them. Their number still the same. For example, i gave Frede some to test and is rep still 11
