SA-MP Startup Issues - DolphinsInHD - 14.04.2013

Okay, I've never had this problem before, but for some reason, when I try to connect to a server, San Andreas starts up instead of SA-MP. I tried reinstalling SA-MP, it still occurs. It started happening after I installed a CLEO mod called San Andreas Police Department: First Response. I tried uninstalling CLEO, and the problem still persists. Any suggestions on what I should try next?

-Reinstall GTA San andreas
-Delete GTA San Andreas User Files at my documents

This is in the wrong order. Before reinstalling GTA, try deleting the user files and trying SA-MP. If this doesn't work, go ahead and reinstall.
