Is there a way I can add a voice chat into my server or do I need to purchase team speak or something also if info bed to buy team speak is there a way I can link it to my server or do u have to login to team speak separately

Teamspeak itself is a software and it has nothing to do with your SA:MP server, anyway you can always set it up, it's a basic installation procedure.Linking it with your server is simple aswell, just create a subdomain, for example, ts.yourserver.com and you're done. More info here.

The only thing you can add in your server to communicate with people that's not on the server is an IRC. SA-MP doesn't support voice clients such as teamspeak in game.

It won't add speaking ability for your server. For speaking ability, you'll need to make a client and server plugin (which could be interesting, though a lot of work)

And of course, you could just use teamspeak like you mentioned, but it requires external program to run on the background.
