We used too, however we added an extra security and a fake RCON login, then we just banned the IPs anyways.. They have stopped doing it now..

You need to change remote Rcon in you server.cfg to 0 (false)

they spamed in my server with wrong rcon password.

I don't think the point of this thread was to figure out how to stop them. Obviously, you can disable remote RCON. I use remote RCON all the time, so it isn't really an option for me. It isn't an option for anyone that runs a server w/o a nifty little RCON control panel option (like me).

The point was to see how many other servers are getting "attacks" like these.

I don't like to stop the rcon's, but however, the best thing to do is to turn off the rcon from the server console, so there wont be any way for players to reach the rcon control panel.

Just do what I did. Disable the RCON feature in server.cfg and make your own RCON system IG that only server admins can use.
