No.
If you can't do a simple task like downloading and using one of the many admin systems out there, you don't deserve to waste the SA:MP resources to run a server.
Go read up on managing a SA:MP server before trying to- getting sick of you noobs.

whatever files i m downloading is of 0.3e but i want 0.3x and when i gets of 0.3x its file is not there please help me plz

Look, if you don't even know how to update filterscipts from 0.3e to 0.3x, it's not recommended for you to run a server. Or else if you really wanna run a server, then first learn some basic stuff. Anyways, just download the 0.3x server package and open up your filterscipt in that and compile it.

please can u teach me how upgrade cuz i have started playing samp just a 1 and half months ago thats the reason please teach me how to upgrade.
