Register your account in the server, find your account in your programs and change the level.

If you are not using an admin filterscript, ingame type /rcon login <password>
The password is the one you entered in your server configuration file - server.cfg (rcon_password <your password>)

Should be a .ini file titled [your name], yes in Scriptfiles in the server directory. This is, assuming you set the files right. If you want to log into RCON, do /rcon login [password], though that and admin are quite different.
