Well the title says it all, my question is that if you can change the ONLY the walking style for the chosen skins and still keep CJ's running?

No. I guess you want to use some pedestrian skins with a roller, but sorry, that's not possible.

Can you do it like this then, you make a command like example /walk and that will loop the walking animation, but If you are male, you walk like cj and if you are female you walk like a girl in singleplayer. is that possible?

I allready have that one, Im wondering if there is a way to give the male skins CJ's running and walking style and the female skins Cj's running style but the female walking

Yes it's possible as DaRk_RaiN said, it's justlike applying animation to NPCs (see something like RNPC) but sync is another potential problem.
The animation for the player needs to be preloaded, that is, if someone have never loaded the animation library that the applying animation uses, you have to apply the same animation twice with a timer, so that it can load the library and perform it. You may have a try though.
