In the older versions we could costumize the color IDs by editing the RGB colors in carcols.dat ... now in this new samp version it just doesn't work.. now in this version how i could modify my veh. colors?

I tried; you can't. Defining a colour for colour IDs 0-255 won't affect anything. Defining a value for carcolours 256+ makes the game crash before it even loads.

its pity..in older versions you could define any kind of RGB colours for YOURSELF... It would be very important for me because i have a modded hermes on a roleplay server and it is now steely grey (colourID24) but in the hd car mod what i'm using it is darker (almost black) so i used to define the colourID 24 as white for myself, and with this trick i used to see my hd hermes as steely grey... This new client doesn't let me to do this modifying in the carcols.dat..

0.3x changed all the colours from 128 to 255. It's one of the feature. It can't be changed as you did before 0.3x. I think carcols.dat is loaded before SA-MP's definition of these colours, so that your changes are replaced.
I tried to suggest Kalcor to add some sharp colours but not similar colours (like brickred, grey, blue and green), but there was no response.
Before 0.3x we can use sharp red, but now we can't. Indeed, customization of vehicle colours are needed.
