remote adminstrator problem - irfu - 10.02.2013

i am using jatoneichen's remote adminstrator and when i start server in my pc and connect it, it works fine. but when i put it in my vps, which is debian and when i connect, it says :
no connection could be made because the remote connection actively refused it

can anyone fix it?
