Can somebody tell me what requirements a VPS needs to host a 50 pl. sa-mp srv without lagg ?

depends... what are your requirements, etc.
Will you host a website on it?
Windows ( forget about making a server then. )
Linux? ( you're a bad ass. )

You could get by with a single-core CPU and 1 GB of RAM, but I would recommend at least two cores and 2 GB's of ram because some modes are more hardware intensive than others.
If you plan to run a website/forum and perhaps even a voice server on top of the SA:MP server, I would look into getting a dedicated server with at least double the specifications I have listed.
http://ovh.co.uk has some cheap VPS's that will do what you need, though!
