You are going to have to wait for it to stop, then. If all of the IP addresses begin with the same digits (for example, 92.1), you can range-ban the IP. Just add a ban for "92.1**.***.***" and it will ban every IP beginning with 92.1.

or you can add on your server.cfg this

but it will disable some of your rcon privelages and it will work on game when you do /rcon login <password> it will not affect anything, just some program you use to edit something for your server, using RCON
