look listen to me

my friend first play in a 3c server he used to play on one server only he loves that he again and again got banned for hacking and the owner got so angry that he banned him permenenty.(?)

?- like that he cant see his server online

is this possible to ban a player like that for him the server is offline and for all others the server is online

even if he shifted the server to 3e from 3c the server was still offline for him

is this really possible??

Yep when the IP is added to the Firewall.

Sure, by adding his ip to the firewall exceptions.

Depends on the kind of firewall, won't be too hard if you can handle and know how a firewall works.

If using VPS, go to the VPS Firewall section, enter the IP, then BAN HIM.

If using Volt-Host, ask their support, on where's the firewall section, or ask them to ban this IP from the server FOREVER

BAN HIM + FOREVER = BAN HIM FOREVER
