Haha.. You Have Wrong Ip. Check Your Ip Here : http://www.whatsmyip.org/

The ip you are refering to is your local ip, you cannot use this IP for people to connect to you. You should use your regular ip address. You can find your ip at whatsmyip.org or type "ipconfig" in the command prompt (CMD)
