server folder - hiddebas - 20.01.2013

hi,
i downloaded a server folder from this site.
and it had this in it. What is it? and how to use/instal it.
does it mean NPC's are walking around the map?

It's a bot-client that will do as your gamemode / filterscript tells it to do, on your server.
