HOW TO PORTFORWARD
1. go to cmd or press windows button and "r"
2. type "ipconfig"
3. browse cmd till you find default gateway, my is 10.0.0.2
4. go to your web browser and type in your gateway in url, mine is 10.0.0.2
5. they will ask for a username and password, username should me "admin" and password should be "password" or "admin" my username is "admin" and my password is "admin"
6. look for "services" or "port forward"
7. add custom service
8. type in a name
9. for type choose TCP/UDP
10. type in the port... start and finish porn must be same
11. then click apply

If you wish to build up a community you should make a forum and buy a proper host.
Or you can homehost your server yourself by portforwarding like InTeL said.

The cheapest way is to run it at home but many people don't have the internet connection required. (10/10 should be plenty for one samp server but nothing else must run under it.)

What about the electricity bill ? if he has dynamic ip ? What if his computer overheats and some parts get damaged ?
it would cost him more than 3 $ right?

If you're truly paying $3 for a VPS then they're most definitely ripping you off some other way.

No i dont use a VPS which costs 3 $'s a month. it was a advert i saw in some website yesterday.i have even seen deals like 2 $ for a VPS with 512 mb ram etc but i dont remember where exactly since they were adverts at some website which keeps changing most of the time.

It is possible to find a solid VPS provider for such a low price, especially on LEB.

You should first learn to run it from your home, and port forward it like InTeL_cOrE_i7 said.
If you have tested your server with friends and want to get it popular then you can purchase a game server hosting.
If you have some linux knowledge I would recommend you to go with a VPS or dedicated server right away.

Electricity bill? Something you pay anyway, running a hosting computer wouldn't change it too much, certainly less than getting a VPS/dedi right off the bat.
Dynamic IP? IP can't change as long as the router is on. In addition it's quite easy to get a dyndns (no-ip etc.) or a hostname you manually change on those occasions when the IP changes.
Computer overheating? Rare but could happen. On a $3 VPS you'd end up paying for overheating anyway. They can't offer full coverage with that money.
If hosting home would cost more than hiring a VPS, how would the hosting companies make profit? The place they host their things is essentially no different than hosting the same things at home. It's a building, the thing that makes it a home is that someone lives there, servers or not.

I buy a 15,000$ dedicated servers per 5 years to have my website + my SA-MP server + other stuff running smoothly, with the state-of-art technologies. I suggest a VPS or a SA-MP hoster for others.
