In the server players only start with a small amount of money, and thy want to put modifications on their cars inside transfender, but they never have enough for the mods, whats a good way to combat this?

Just make the start money too low to buy anything from transfender

Just increase the amount of the money the player starts off with.

Well I suggest to you to make the money like $1000 or $0 and they will start their butts off to earn it.

Block the entrance of the transfender with a gate and put a pickup in the entrance, you can script a entrance fee to enter the transfender and you can change the price of the mods, see the callback OnVehicleMod.
