All VPSs basically are unmanaged, if you want managed ones then you'd be required to pay additional $16 - 20/mo. Lurk around LEB and you will find many offers.

Well, practically most hosts that provide windows don't give the license free - hence you have to buy one.

If you know how to use the linux commands to operate your server, you'll be all set to go. And even if your a newb to linux, you can always install a control panel (like TCAdmin or GameCP) to be your second hand.
