Hey, i'm looking for a decent/cheap VPS around $20-$30 monthly. Which could ran 2 SA:MP servers and maybe a MineCraft server ( We really just want the SA:MP servers ) Or should we get a deciated one?

Just get a dedicated server, much better then a VPS

A 4 $ VPS can run 2 samp servers but since you are ready to spent $30 i suggest you buy a Dedicated server of 1 GB ram

Get out of here.
The only thing that windows is good for is the plugins, although it will work on linux you just need to spend a little bit a time. The other thing is that you don't have to always work on the cmd prompt/terminal

Overall linux is:
Faster
Cheaper
Better for hosting
