I've never heard of car swinging. I heard of car surfing, but usually you would get slapped/fined/kicked/warned

If im not wrong its ability (hack / cheat tool) wich allow you to faster enter in vehicle(more then one vehicle) then normally

I've never heard of any cheats referred to by that name. Perhaps its magnet related, if the server has them implemented?

EDIT: This is getting close to discussing cheat programs tho, so closing it.
