Did you install your Graphics Drivers ?

try reinstalling gta and samp, maybe when your computer turned off, it corrupted some of the video files

Best ways are :
Try Restarting Your Computer
Reinstall GTA
Reinstall SA-MP
Removal All MODS
Reload all of your graphics card drivers

Does the other games works on your computer? Scan if you've the latest drivers, perhaps some of them are corrupt or run out of date.
Mind this "Please install video driver provided by the hardware manufacturer"

vga.sys is, as it says at the bottom, the generic graphics card driver by windows, that just supports very basic features. Youre clearly missing the correct drivers. Download and install the nvidia/ati driver packet, depending on what card you got.
