Hello As you can see my reputation is 6 and I have an activated email account on this forum account. But, for some odd reason I can't create a post under Server Advertisements.

Maybe your acoount bug? i dont have an idea why... or maybe because admin need to activate your account.

I know Silent decreased the reputation points needed for a advertisement to 5, but try to increase your post to 150 and at least get 1 reputation
