i buy new Monitor Asus 1366x768 VW190 i have big lags i start to play Samp is giving me and problems whit my action center Avast turned off WIndows Defender off i turn it on but still have problems please help how to fix this lag and ingame is show me 60 lag and i have lag like 3k

It's nothin about your monitor, it's about your internet speed. Are you using Wi-Fi or LAN cable?

Like Vinnie said, it's most likely your internet speed. I suggest upgrading.
