I'm not sure what you want...
this is a textdraw... You can make it by making a textdraw (my recommandation is zamaroht textdraw editor,search it). When you finish making your textdraw you should get the code from the textdraw and put it under OnPlayerGameModeInIt, after that under OnPlayerSpawn you should put TextDrawShowForPlayer(playerid, the name of the textdraw)...
That is everything you should do, maybe it is little complicated but if you want to script just search this forum and you will find everything you need.

if you are asking for making a textdraw with rules, you should make it yourself.
It's really easy with zamaroht textdraw editor, but its boring and you need time...

man you dont need tutorials for that... just download the filterscript https://sampforum.blast.hk/showthread.php?tid=290640 and put it on the server. Ingame type /text and dialog will show, in the dialog you have all features that you need to make a textdraw.
