No, unless you know how to modify all the files to work at a new website. The backups they will give you will be setup for thier servers.

Start a new forum on a proper host, free forum hosting holds your data hostage! I heard a story where some guy managed to get all of his forum posts through some legal stuff.

Nobody will pay $10 for "pro hosting". It's a forum provider, not a VIP pass to the club down the street. If I wanted pro hosting, I'd just order a domain w/ hosting or sign up for some free host. You're better off with 000webhost.com or something, but since you have $10, you'll be able to afford decent hosting.
