is that so hard? you need to configurate server.cfg and then run samp_server.exe,if it dont shows up on the list,you need to portforward,and theres a topic how to port forward... *hint* sticked *hint*

In your server.ini file there is a few of the settings you need to change (admin login RCON passwords and such) after that you need to forward the following ports in your firewall (router one)

UDP ports 7778 and 7777
TCP ports 7778 and 7777

Thats what i did. worked fine for me after.

There is an readme file included with the server package, you might want to read that.
