Yes, there is a socket plugin around here. You can also just create a php page to control your server.

I guess you could do it with an IRC app if there is one, as long as the server had IRC too.

I made an App for Android to control your server (send RCON commands). You can send admin messages (say command) but you can't see what the people on the server are writing. If it's just for chatting from your phone to your server, then use IRC.

It is possible with IRC or through server's console (if you got access to it).
