I created a textdraw where to put some random numbers, but the numbers are not stable. they are change every second. (now is 9, after one second is 12, etc.)

Where is thia code located? Assuming its with a timer or onplayerupsate.. You need to have it check that the variable is equal to its default then adsign it a random number.
