looks like the gamemode you trying to load from server.cfg is not valid..

thats why i asked to post his server.cfg here so that the gamemode name is in both format .pwn and .amx cuz .amx is main [also .pwn] too but .amx is the biggest req

I think, You have forgotten to write a plugin.
Make sure that in your server.cfg exist the line "plugins"
