If you want it live then like every 1 second you will have to refresh the WHOLE project aka re-do it and ofcourse it will cause lag to your server.

Hmm i think when i create 1 sig to that sig allways update when someone lvl 1 and levelup to 2 to automatic update on sig level to 2, im not care if lag...

Learn how to use PHP + MYSQL, and you will know how to make all of this. Remember that you will have to have basic knowledge in HTML which is a peice of cake.

And to be honest PHP is not that hard, even MYSQL.

I thought MYSQL was hard at first but now it's starting to get easy for me.
