when i restart GM in server with /rcon gmx server restart good but after restart some things wont load (not FS) and texdraws change font from big texdraw become small one is that normal or not?

All I can say is, based on my previous experiences, don't use GMX. It is better to kill the server-process and then start the server up again. If on Windows then just shutdown the window or kill the process in taskmanager. Or if on Linux install the psmisc package with apt-get and then killall samp03svr. After that navigate to your server folder with cd and nohup ./samp03svr &.

he means that you simply need to restart the server from control panel (or use /rcon exit (it will turn off the server) then start the server again) instead of using /rcon gmx ingame,happened to me too old times,textdraws were messing up and so on.

Use /rcon exit to stop server then start server using a SSH client
